Goal 1: Awareness and Information

Enhance county’s understanding of the life-long benefits of physical activity and eating healthy to support a healthy and active life

1.1: Promote & maintain Cape Breton Connect “Active for Life” website so that residents can access information on physical activity, sport and recreation programs, resources, facilities and services in our communities

1.1.a: Share Victoria County inventory of assets and opportunities (Infrastructure, human resources, programs, activities, events) through social media both electronically and print

1.2: Share physical activity and healthy eating best practices with community organizations and agencies through workshops, presentations, displays, media, etc

1.2.a: Support leadership development by assisting volunteers and non-profit organizations on topics such as: Grant writing, action plans, board development, organization support, etc

1.2.b Increase awareness and provide information about available funding

1.3: Support capacity of Victoria County Action Network through training, resources, online access to meetings, research and physical activity inventory

1.4: Showcase initiatives that are successful to increase individual knowledge, attitudes and skills by sharing testimonials, successes and yearly accomplishments.

Goal 2: Partnerships and Networks

Build cooperative networks & partnerships among agencies, organizations and individuals to develop and deliver practical physical activity and healthy eating opportunities 

2.1: Ensure linkages with federal, provincial, municipal, First Nation and other agencies that have a policy focus via Naturally Active Partnership

2.2: Strengthen collaboration and communication across Victoria County among organizations with an interest in physical activity and healthy eating (Victoria County Action Network, community leaders, volunteer organizations, residents, service providers and facility operators)

2.2.a Support specific mechanisms to share information about activities, programs, resources and partnerships among volunteer organizations.

Goal 3: Programs and Activities

Promote community sustainability through support and assistance to community-based organizations that provide physical activity and healthy eating programs and services

3.1: Support and strengthen leadership development for physical activity and healthy eating across the lifespan

3.2: Work with communities, leaders and key stakeholders to develop, implement and evaluate priority, gender and culturally appropriate, affordable programs and services (i.e. early years, school-aged children and youth, seniors and intergenerational)

3.3: Expand the supply of introductory, “Learn to” and “Try-It” physical activity and healthy eating programs

3.4: Develop programs/events that reconnect groups, individuals and families to outdoor and natural environments

3.5: Support access to safe, comfortable settings that support physical activity and healthy eating in indoor and outdoor facilities, etc.

Goal 4: Infrastructure

Advocate for and support natural and built environments that encourages residents and visitors to enjoy an active healthy life  

4.1: Work with Nova Scotia Transportation Infrastructure and Renewal, Parks Canada and other Active Transportation Stakeholders to incorporate pedestrian and bicycle friendly designs in road construction or upgrades in the County

4.2: Work with government agencies such as Parks Canada, Nova Scotia Department of Environment, Nova Scotia Department of Natural Resources and Nova Scotia Transportation Infrastructure and Renewal and other stakeholders to develop, maintain and promote year round access to trails

4.3: Promote access to natural waterways (Lakes, rivers, etc.) and other related facilities

4.4: Advocate and support for infrastructure development for growing and preparing healthy food

4.5: Compile and maintain an Inventory of existing physical activity infrastructure

4.6: Ensure full-time coordination & support of strategy with a full-time funded position responsible to implement strategy.

Goal 5: Policies

Engage and work with federal, provincial, municipal, first nation and community agencies to develop and monitor policies that promote physical activity and healthy eating indoors and outdoors

5.1: Work with Nova Scotia Departments such as Nova Scotia Health & Wellness Active Living Branch, Nova Scotia Department of Natural Resources, Nova Scotia Transportation, Infrastructure & Renewal, Nova Scotia Department of Energy, Nova Scotia Environment and other stakeholders, including Parks Canada to develop and implement Active Transportation policies

5.2: Work with Cape Breton Victoria Regional School Board and Mi’Kmaw Kina’matneway schools to adopt community-use policy that allows increased use and opportunity for the public during, after school, evenings, weekends, in-service, breaks and summer

5.3: Promote re-orientation of existing health services to support *“upstream” interventions focusing on physical activity and healthy eating

5.4: Support workplace wellness network and implementation of Municipal Workplace Wellness Policy

5.5: Work with local physical activity, recreation and sports facilities to implement provincial healthy eating guidelines

5.6: Work with municipality ensuring their investment in the Cape Breton Victoria Regional School Board is also directed towards community access.

Goal 1: Awareness and Information
Enhance the county’s understanding of the life-long benefits of physical activity and eating healthy to support a healthy and active life
-Implement Social Marketing Campaign promoting activity & healthy
eating
-Create easily accessible and updated access to inventory of Physical Activity and Healthy Eating Opportunities and Resources
-Monitor Research and best practices in Physical Activity and healthy eating
-Target & encourage health practitioners & leaders to work directly with their clients to promote healthy eating and physical activity
-Create Healthy Active Living Champions Program
-Access current & new resources to market our message
-Cape Breton Connect Website for activities “Hub”
-Partner and work with HEAL Cape Breton

Goal 2: Partnerships and Networks
Build cooperative networks & partnerships among agencies, organizations and individuals to develop and deliver practical physical activity and healthy eating opportunities
-Create and maintain Management Structure of Naturally Active PARTNERSHIP and VCAN – Victoria County Action Network
-Establish formal connections with Partners, such as Active Cape Breton Communities, Physical Activity Practitioners Exchange, and Recreation NS
-Establish Staff Position (s) responsible for strategy implementation
-To support community groups set priorities & pursue new initiatives to support physical activity and healthy eating
-Develop capacity of VCAN to implement strategy through training, resources, online access to meetings, research and physical activity inventory
-Establish mechanisms for effective communication among organizations with an interest in physical activity and healthy eating
-Monitor and evaluate communication and strengthened partnerships and stakeholders
-Maximize potential funding & resources available to organizations in the most convenient and efficient way possible

Goal 3: Programs & Activities
Strengthen and assist community-based organizations, programs & services to expand physical activity and healthy eating opportunities
-Create program templates, mobile leader’s packages, and Leadership development opportunities to support Strategy objectives
-Support existing and create Seniors Community Clubs
-Work with existing groups such as VELO CB, Heart and Stroke Foundation Canada, Bicycle NS, Doctors NS, Run NS, Red Cross, Hike NS, etc. to expand programs for cycling, swimming, walking, running, hiking, etc.
-Investigate & address constraints of maintaining programs & participation among existing groups
-Investigate opportunities to make physical activity & healthy eating a more significant component of existing social and cultural programs
-Work with and support Wagmatcook First Nation to pursue opportunities to expand involvement in Physical Activity and healthy
-Expand the supply of introductory “Learn to” & “Try It” physical activity and healthy eating programs attracting new participants
-Support existing and create new “after-school” programs & events
-Foster inter-generational opportunities among youth and older adults for healthy eating and physical activity
-Showcase initiatives that are successful to increase individual knowledge, attitudes and skills
-Partner with Cape Breton Regional Library, CBVRSB and Mi’Kmaw Kina’matnewey to expand awareness and participation in physical activity and healthy eating
-Support access to safe, comfortable and sustainable community halls

Goal 4: Physical Activity Barriers
Strive to eliminate barriers to physical activity and healthy eating
-Ensure residents have knowledge of existing and new programs that assist with fees associated with participation in activities
-Work with our organizations to investigate solutions to transportation barriers
-Investigate opportunities to increase pedestrian and cyclist access to retail, commercial and institutional services
-Provide information and referral to leaders and groups requiring assistance with insurance
-Provide professional & skills development for physical activity for programmers and instructors
-Work with funding partners to ensure access for all residents to programs
-Participate in transit access process and investigate a transportation sharing network
-Increase outdoor leadership while educating and informing residents and visitors about wilderness safety & survival, including wildlife
-Encourage residents and visitors to access the assets in our natural environments in Provincial and National parks and other areas
-Work with partners to overcome the challenges associated with the shrinking and ageing population in the County and Cape Breton
-Provide ample opportunities for specific groups who face barriers including but limited to females, people with disabilities, etc.

Goal 5: Infrastructure
Provide, maintain, revitalize and promote the natural, built and social/supportive environments necessary for residents and visitors to enjoy an active healthy life
-Work with NS T.I.R to incorporate pedestrian and bicycle friendly designs in road construction or upgrades in the county
-Maintain a current inventory of existing physical activity infrastructure
-Work with Active & Safe Routes to School program to encourage walking and cycling to school where possible
-Develop Outdoor leadership program and training
-Partner with stakeholders to strengthen, increase access to and maintain existing facilities (four season)
-Work with Trail organizations and public/private landowners to promote safe and active use of non-motorized “move by body” nature and recreational trails that protect the environment and are sustainable
-Develop Green Gyms and monitor their effectiveness
-Develop indoor fitness areas in communities accessing existing facility opportunities
-Develop Healthy Lifestyle Go for Green Gardens, Kitchen and School Gardens Orchard & Berry Gardens along with greenhouses increasing access to and consumption of fruits and vegetables
-Encourage Community groups & members to assist Department of Natural Resources and NS T.I.R to maintain their annual maintenance schedule

Goal 6: Policies and Practices
Advocate public and private sector interests to adopt policies & procedures governing the design of infrastructure and delivery of services that supports physical activity and healthy eating
-Work with County’s Active Transportation and Age Friendly Community Committees to support their mandate
-Work with CBVRSB and Mi’kmaw Kina’Matnewey School Boards to review & revise policies that promote physical activity and healthy eating
-Create Workplace Wellness Network and advocate for Workplace Wellness policy
-Promote re-orientation of existing health services to include integration of physical activity and healthy eating interventions
-Work with existing facilities to implement Healthy Eating policies in Physical Activity programs
-Work with DNR and T.I.R to encourage adoption of AT Policies
-Recommend Policy by County to establish criteria and prioritize facility development, maintenance and re-developments
-Work with local business establishments to reduce sodium & sugar intake
-Work with our local physical activity facilities in supporting a healthy food policy in sport and recreation settings
